  • ANALYSE
  • PROJECT DESIGN
  • APPROVAL & RESOURCE MOBILIZATION
  • IMPLEMENTATION
  • MONITORING
  • COMMUNITY FEEDBACK
  • ADAPTATION
  • PROJECT COMPLETION
  • EVALUATION & LEARNING
  • REPORTING & ARCHIVING

The scale and complexity of each stage should reflect the nature, duration, risk and resources of the project.

PROJECT STATUS

Planned

A project has been approved for planning or preparation but implementation has not yet started.

Active

Implementation of the approved project is underway.

Completed

The planned implementation period has ended and project activities have been completed.

Suspended

Implementation has been temporarily suspended.

Closed

The project has completed the applicable closure process.

PROJECT OBJECTIVES

Clear Purpose and Direction

Each project should identify what it is intended to achieve.

Objectives should be:

  • Relevant to identified needs
  • Clear
  • Realistic
  • Appropriate to the project period
  • Consistent with programme priorities
  • Capable of being monitored
Public project information should accurately reflect approved project objectives.

TARGET POPULATION

Understanding Who the Project Is Intended to Support

Projects should define the population or communities the intervention is designed to support. Selection approaches should be based on relevant programme criteria and humanitarian considerations.

Depending on the project, these may include:

  • Severity of need
  • Vulnerability
  • Access to essential services
  • Displacement
  • Risques de protection
  • Household circumstances
  • Programme-specific criteria

Selection processes should seek to reduce discrimination, exclusion, exploitation and inappropriate influence.

VERIFIED RESULTS

Reporting What Has Actually Been Achieved

WAP seeks to publish project results based on appropriate monitoring and verification.

Verified results may include:

  • Activities completed
  • Outputs delivered
  • People reached
  • Services provided
  • Relevant outcome indicators
  • Learning from implementation
Results should identify the relevant reporting period where appropriate.

EXPECTED RESULTS

What the Project Intends to Achieve

Expected results describe what a project plans to deliver or contribute toward.

They may include:

  • Planned outputs
  • Intended outcomes
  • Target indicators
  • Expected changes

Expected results must not be presented as achievements before they have been verified.

01

MONITORING, EVALUATION, ACCOUNTABILITY & LEARNING

Using Evidence to Improve Projects

WAP seeks to integrate Monitoring, Evaluation, Accountability and Learning (MEAL) into project management.

Depending on project scale and design, this may include:

  • Baseline information
  • Indicators
  • Activity monitoring
  • Output monitoring
  • Outcome monitoring
  • Community feedback
  • Complaints information
  • Data-quality checks
  • Review meetings
  • Évaluations
  • Lessons learned

Monitoring information should support both accountability and programme improvement.

02

Redevabilité envers les personnes affectées

Information, Participation and Feedback

People affected by WAP projects should have appropriate opportunities to understand relevant aspects of the assistance provided and to communicate with the organization.

WAP seeks to strengthen:

  • Accessible programme information
  • Community participation
  • Feedback mechanisms
  • Complaints mechanisms
  • Safe reporting options
  • Appropriate responses to concerns
  • Learning from community feedback

Feedback should be considered as an important source of information for improving programme quality.

03

SAFEGUARDING IN PROJECTS

Protéger les personnes contre le danger

Safeguarding considerations should be integrated throughout the project cycle. This includes appropriate attention to:

  • Staff and volunteer conduct
  • PSEA
  • Child safeguarding
  • Risques de protection
  • Safe participation
  • Recruitment
  • Partner arrangements
  • Community engagement
  • Reporting mechanisms
  • Confidentiality
  • Referral arrangements where appropriate

Sensitive safeguarding information must not be published on public project pages.

04

CONFLICT SENSITIVITY

Understanding the Effects of Our Decisions

Projects operating in conflict-affected environments should consider how humanitarian assistance may interact with local relationships, resources and tensions.

Project teams should consider:

  • Participant selection
  • Geographic targeting
  • Recruitment
  • Procurement
  • Partenariats
  • Distribution arrangements
  • Community representation
  • Communication
  • Resource allocation

WAP seeks to avoid actions that could unintentionally contribute to tension, exclusion or harm.

05

PARTNERSHIPS IN PROJECTS

Working Together Where Collaboration Adds Value

Some projects may involve collaboration with other organizations, institutions or community structures. Project partnerships should be based on:

  • Clear purpose
  • Defined responsibilities
  • Appropriate due diligence
  • Safeguarding expectations
  • Financial accountability
  • Programme standards
  • Monitoring arrangements
  • Appropriate information sharing

A partner should be identified publicly only where the relationship is verified and public recognition is appropriate.

06

DONOR INFORMATION

Responsible Recognition

Where a project receives external funding, donor information may be displayed where appropriate and permitted. Public donor recognition should accurately reflect the relevant funding relationship.

WAP should not present an organization as a donor merely because:

  • Funding has been requested
  • A proposal has been submitted
  • Discussions are underway
  • The organization has previously funded similar work
  • WAP hopes to receive future support

Donor names and logos should be used only where the funding relationship and applicable visibility requirements are confirmed.

07

PROJECT REPORTING

Projects may generate approved public reports during or after implementation. These may include:

  • Project Updates
  • Quarterly Reports
  • Rapports de projets
  • Final Reports
  • Évaluations
  • Évaluations
  • Learning Briefs
  • Fact Sheets

Public reports should be made available through the Resource Library where appropriate. Not every internal project report is intended for public publication.

QUARTERLY REPORTS

Periodic Reporting as Projects Develop

Where appropriate, WAP projects may produce quarterly reports summarizing implementation progress during a defined reporting period. A quarterly report may include:
  • Reporting Period
  • Project Status
  • Activities Implemented
  • Progress Against Indicators
  • Verified Results
  • Implementation Challenges
  • Adaptations
  • Accountability Information
  • Relevant Learning
  • Priorities for the Next Period
Quarterly reporting should begin only when there is an actual project and a meaningful reporting period.
PROJECT COMPLETION

Closing Projects Responsibly

Project completion involves more than reaching the final implementation date. Depending on the project, closure may include:

  • Completion of planned activities
  • Verification of results
  • Financial closure
  • Asset disposition where applicable
  • Partner closure
  • Community communication
  • Final monitoring
